Barry-Eaton District Health Department Announces Request for Proposals to Expand Substance Use Disorder Support Services

The Barry-Eaton District Health Department (BEDHD) is inviting qualified organizations to apply for funding to expand substance use disorder (SUD) support services in Barry and Eaton counties. BEDHD has released a Request for Proposals (RFP) as part of its Overdose Data to Action (OD2A) initiative, a federally funded program supported by the Centers for Disease Control and Prevention (CDC). 

Through this RFP, BEDHD seeks one or more organizations to provide linkage to care servicesharm reduction support, and/or clinician best practice activities aimed at reducing fatal and nonfatal overdoses and improving access to evidence-based treatment. Multiple awards may be made, and priority will be given to those who are planning to closely collaborate with at least one other organization. 

“Data shows us where the gaps are, but it takes trusted community partners to close them,” said BEDHD Health Officer, Rebekah Condon. “This funding is intended to strengthen real-time connections to care, expand harm reduction efforts, and support clinicians in delivering safer, evidence-based pain management and substance use disorder care.” 

Funding Focus Areas 

The RFP includes two primary components: 

  • Linkage to Care Services: Supporting navigators such as community health workers, peer recovery coaches, and individuals with lived experience to provide warm handoffs to treatment, recovery services, and harm reduction resources, with a strong preference for services in Barry County. 
  • Clinician Best Practices: Supporting healthcare systems and providers in implementing the CDC’s 2022 Clinical Practice Guideline for Prescribing Opioids for Pain through policy improvement, protocol development, and provider education. 

Available funding includes up to $145,000 for Linkage to Care activities and $95,000 for Clinician Best Practices, with individual award amounts dependent on scope, focus area, and number of selected applicants.

  • Proposals Due: March 6, 2026, by 5:00 p.m. EST 
  • Anticipated Project Start: May 1, 2026 

The initial project period runs through August 31, 2026, with the possibility of extension based on available funding.

About Overdose Data to Action 

Overdose Data to Action (OD2A) is a multiyear CDC-funded initiative designed to combat the overdose epidemic by using timely, high-quality data to inform prevention, harm reduction, and treatment strategies. BEDHD was awarded a five-year OD2A grant in 2023 to strengthen overdose surveillance and implement data-driven interventions across Barry and Eaton Counties.
